As it has been described to me this is normal behaviour of the incr/diff backup
without the accurate mode.
Here is the documentation reference:

So You want to add 'Accurate = yes' to all your (...)/job/JO
Just checked, same problem with INC after FULL.
This is even more strange since 'C:\Piotr1' is a new object so it SHOULD be
backup'ed up by an INC ...
