Yes. In the Multi-File Search window, click the Options button,
and then turn on "Exclude Matches".

Could I search a location for files that do NOT contain the text "This line
must be here."and have BBEdit identify/list those files?
One possible solution is to open all the files, do a of the must-be-there text,
