No. HAARP is like the Sorcerer's Apprentice. You can alter the weather, but you can't control it. If you get two air masses, a hot and a cold one colliding, you could use a broom to start a tornado, but it's a cascade effect. It's not predictable. Forget it as far as controlling or predicting
