Yeah additionally, your broadcast address is wrong for the address range
you're in. So it seems like Ubuntu 16.04 has a major screw loose somewhere.
Perhaps it's time for you to file a bug report ?

I had a similar issue with 3.14r. I think it may have something to do with
spurious interrupts when resetting. The only way I could resolve this is
going to 4.15 which has yet to give me this issue. Btw, my WD timer did
not resolve the issue either.

1. The Grove - SPDT Relay(30A) - uses +5V , so you need to solder the third
pin of that groove connector. Disconnect it from the board, and connect it
