As its name's suggests the ondemand Policy modifies the frequency on
demand. So if you load a process hungry on cpu ressources the current cpu
frrequency will increase accordingly.
To set the cpu frequency to a fixed value ,Use cpufreq-set command .
sudo cpufreq-set -g userspace
then
sudo
I think I also have a dead BBB. I have used an incompatible usb cable ( same
connector but has an extra jack output) to power it up. Since then the pwr led
goes on for less than a second then goes off. Pressing the reset button doesn't
help.

I have plugged an USB câble into the BBB USB port that may be incompatible as
it has an extra jack output ( I used it with my old mobile phone ).
