I've been playing around with this most of the day and I think I've made some progress. I think the nfs-uEnv.txt script that comes with Debian 8.6 is missing some stuff. First off, it doesn't load the initrd file. From what I can tell that seems to be necessary. Then there are some command line options that the MMC boot script defines that aren't in the NFS script.
So I modified nfsboot_uname_r to load the initrd and pass it to the kernel.
