The ScopedServletUtils.getOuterRequest() fails to return the outer request for
our
RehydratedMultipartRequestWrapper (extends the struts MultipartRequestWrapper)
when we process a form with content type "multipart/form-data".
We need to unwrap the MultipartRequestWrapper before we try to unwrap the
contained ScopedRequest from the given ServletRequest.
