I think I was mistaken. Looks like the New Streaming may be the culprit
here, after all. I just hooked up the same SB2 to an SC 7.2 server, and
using bitrate limiting (again, Flac to Mp3 at 256 kbps) it fills the
buffer to 100% in a matter of seconds. I see similar CPU percentages
for LAME (und
I would guess that the CPU difference is because SC is reading data at a
slower rate, but it should not be reading slower than necessary to fill
the buffer. We will have to get QA to reproduce this I think.

Hadn't actually tried that. I see the 50% CPU when I run my flac to mp3
transcoding script. So I got as close as possible to the SC 7.3
conversion command.
