Yes, panel grouping was one of the nicest things in 2.4x. I also got
the feeling that 2.5 dropped (at least by now) some nice gui features
and concept and reduced more to a standard set of features well known
from established mainstream gui toolkits.

My .01 cents is that on netbooks, the horizontal layout is actually
preferable since I can get most of the panels on screen, then full
screen to make use of my 3D view. Also I think we should make some
effort to allow users of previous versions of Blender to migrate a bit

So to sum it up, there are several ways of grouping panels. One for
e.g. that both are visible a time and another one, where you have
tabs. The question is, do we want to decide on one or should be both
included?

the wheel making a GUI toolset when there are perfectly good libraries that
currently do the job, ie. PyGTK and PyQT? Having it all done in openGL is
nice for performance, portablity to mobile devices, transparent overlays -
QT is wonderful but it can't do what Blender can with the inputs and I
for one would miss that. I also love blender because it is the fastest
loading and starting software that I have and the most responsive. I
bet we would loose all that with QT. PyQT has a restrictive licence
but QT is good.

How about 2 rows of buttons for the header that will help cut down on
the scrolling.
