It looks like this broke the functionality of the presets dropdown in
the encoding region of the render properties panel. If you like, I can

Blender is made for the professional, not for the average computer

I had similar problems so now I just build with MinGW because I think
that is what a lot of the devs use when they build.

Interesting. I compiled with FFMPEG today on winXP SP3 using MinGW
5.1.6, scons, pywin32, and python 2.6.4. The only thing I had to do to
get FFMPEG working was enable it in user-config.py. Sorry if this
doesn't help, just thought I'd share my experience.
