have both entries in a plain bibliography saved in utf-8.
TeX Preview for the second is fine but for the first one the Editor  
gets truncated.

This is what I get with a custom preview style:
        [Eur(2004)]     Ein globaler Akteur. Die Außenbeziehungen der  
Europäischen Union, broschüre 2004.

        [Europäische Kommission(2008)]  Europäische Kommission (Hg.): Der  
Esel vorm Berg, Moorburg 2008.

and with BibDesk's predefined apalike:
        [Eur, 2004]     (2004). Ein globaler akteur. die außenbeziehungen der  
europäischen union. broschüre.

        [Europäische Kommission, 2008]  Europäische Kommission, editor  
(2008). Der Esel vorm Berg. Moorburg.
