Update:
I used the TeX Live Utility and uninstalled tex4ht and its pseudo-parent
package collection-htmlxml and reinstalled them again, clearing the slate.
Adding the lines mentioned above then worked for any .tex file that
*didn't* include
the command \printbibiliography.
