We have not yet decided on a release date for 3.18. It should be announced, and the release schedule updated, in the next week or so. Generally the release is end of October or early November. The deadline to submit a package for review would roughly be the beginning of October. Lori Shep

Annotation packages are treated slightly different. We assume that annotation package version bumps indicate a change so they are the only set of packages that are not automatically bumped. However you are correct we probably should have in place to bump the newly submitted packages at release
