Thank you 'D.E. Evans': the library I needed was xorg-dev. Which
wasn't even listed as a Debian dependancy.
I can (very happily) report that the Debian source package for bbkeys
0.9.0.orig compiles under Ubuntu and solves the problem

will get basic keyboard functionality, including Alt+TAB and workspace
switching via Alt+digit [...]
Yep. That's what you get. And frankly that's all I need to make
Blackbox work for me.
