Thank you 'D.E. Evans': the library I needed was xorg-dev. Which
wasn't even listed as a Debian dependancy.
I can (very happily) report that the Debian source package for bbkeys
0.9.0.orig compiles under Ubuntu and solves the problem

Yep. That's what you get. And frankly that's all I need to make

gcc 4.
For the record, bbkeys works fine with gcc

Yes. There's also an rpm distributed via sf.net/projects/bbkeys.
Does anyone else know if the bbkeys source at sf.net has been
patched for use with gcc 4?

Google suggests that it's a problem with the ubuntu/debian package:
