I'm getting a 403 error when trying to access http://www.linuxfromscratch.org/blfs/downloads/svn/blfs-book-svn-html-2013-02-10.tar.bz2.
I was also getting this error when trying to access the "Read Online" pages, but that seems to have been cleared up while I was typing this email.
