Thanks to all those who contributed to my questions about the KDE and K3b installation. To Bruce: I didn't think we would do a special change in the KDE instructions to modify the installation, I figured you would just do the change at the next version update. My reason for asking is that I figured that K3b would probably end up in $KDE_PREFIX, so I was querying the group to find out if the K3b installation should use kde-config.
Lastly, the more I think about it, the more I lean to not using any --prefix= parameter at all for KDE packages after kdelibs as they all use kde-config to find out the default $KDEDIR and put the files in the correct $KDE_PREFIX anyway. But that just seems to be risky for no reason. For K3b, installation will go in $PREFIX.
