Oracle has both a client and a command line version.
I am not sure about the client, but the command line, called SQLPlus is very
useable.
I used it all through my last Unix Management class.
There is a lot of information on the Net about it
just try some thing like,

By any chance could the float be out of adjustment? If so the tank's extra
water will run down the over flow and run your water bill up.
