Navigate to the directory where speech modules are stored:
cd /usr/lib/speech-dispatcher-modules
First, check via ll that everyone can run the module (I'm not sure what
executable name does RH voice use, let's call it sd_rh_voice):
ll | grep sd_rh_voice
There should be Three x symbols in

have you tried running the speech-dispatcher module manually?
It can give you a better idea of what's going on.
