#47: Investigate enhanced selection of active ticket module (initially for quick
ticket)

This issue was originally raised in #23 as the !QuickCreateTicketDialog
component was checking the !TicketModule to see whether it was active,
ignoring the existence of the overriding !ProductTicketModule. The current
fix is to attempt to check against both ticket modules and make sure that
only one is active.
Note: low priority, please leave until further notice and further
clarification.
