Just delete it. It will just show a 404 and "unable to find 404 page"
message.

Generally when I first set up a server I set the network settings, then it
changes the IP to the 10.x.x.x for some reason, then I reset it and it
stays.

Try setting
SET_FASTLOAD="1"
in the /etc/apf/conf.apf
Or skip APF and just block the IP from the command line using
/sbin/route add -host $iptoblock reject
