For about a month, the server has sporadically become extremely slow for web
access,
usually for an hour or two.
Today was slow all day long.
Our sysadmins are investigating.
It's mysterious.
The load average is normal, and the rate of HTTP requests is normal.
Hopefully we'll fix it soon.
