I've got a perl 5.6.1 installation on debian 2.4.23 that seems to fail
many many tests when I try to install packages. The current packages
I'm trying to install are
Geo::Code::US and Bundle::CPAN. Both are failing all kinds of tests,
an I'm not sure where to start troubleshooting.

1. have you successfully installed CPAN modules on any installation before?
2. is your perl and/or OS giving you any other problems?
3. have you successfully installed modules on this installation before,
approx. how many, over what period
