This does indeed work, but it would mean that nearly all linker scripts would
need to be changed to suit the new ld behaviour.

with nothing declared in the data section i would expect the __data_start and
_edata to be 0x2000. however _edata is 0x12C.
The behaviour is correct in binutils 2.16.1 and if a variable is declared.
