The major reason for layout to change is editing of .eh_frame and sizing of
.eh_frame_hdr. Obviously we want to continue doing that, but what should *not*
happen is changes in .got/.plt relative layout.

Can you try that link again without -z relro? Or using a binutils with commit
8b7c6a1fbab5 and 2f83249c13d8 reverted?
