Ah I see.
This is undocumented. Section 3.10.1 of the manual:
"As in C, the linker considers an integer beginning with `0' to be octal,
and an integer beginning with `0x' or `0X' to be hexadecimal.

Not a bug. bah is a hex number. Add quotes around it, ie. EXTERN ( "bah" )
