[PATCH] maint: replace FSF snail-mail addresses with URLs

I installed the attached patch as an application of the GNU coding standards, which got changed to recommend a URL rather than the FSF snail mail address (which changed slightly, and no longer exactly matches what's in gnulib). The patch is long and boring, so I've compressed it. Here's an example
