Some more configure tests use the LOCALE_FR_UTF8 value. This patch changes
them to use the LOCALE_EN_UTF8 value instead, thus making the configure
tests produce actual results instead of guesses.
The real effects are:

With the strenghened tests, the iswdigit, iswxdigit tests fail.
Using an English Unicode locale instead of a French Unicode locale in the
configure tests catches these bugs, activates the Gnulib replacements, and
this works arounds the bugs.

iswxdigit: Work aro
OpenBSD 7.5, Android, and Haiku have no working French Unicode locale
(with a ',' a decimal separator and with French month names). But they
have an English Unicode locale (en_US.UTF-8). For LC_CTYPE tests, where
decimal separator and month names are irrelevant, this locale is just
as good as a Fre
