Howdy,
This small patch makes NSMenu* much more snappy on my PowerBook 3400c. It
fixes a FIXME that has existed in the code for awhile and also saves the two
most used drawing selectors in the menu code.

After updating today I noticed the tree was on fire... Attached is a patch that
I think is correct. ChangeLog along the lines of "NSCAssert instead of
NSAssert in C functions."
(I'd commit but ssh is all messed up on my machine, dagnabit.)
