Follow-up Comment #2, bug #28815 (project grub):
I appear to be replicating this problem even with the patch below. OS is
stock Ubuntu Server 9.10 x64 (grub-pc 1.97~beta4-1ubuntu4.1). Hardware is a
HP Proliant DL140 with no floppy (and no way to add a floppy, or disable it in
BIOS).

Suggestion:
- I found out that
GRUB_HIDDEN_TIMEOUT=X is very confusing
and
GRUB_HIDDEN_TIMEOUT_QUIET=true is useless as it make no sense to show a
countdown without the menu
- My I suggest the replacement of commands
GRUB_HIDDEN_TIMEOUT=X and
GRUB_HIDDEN_TIMEOUT_QUIET=true
GRUB_TIMEOUT="X"
with
