This particulaly affects the common set up in which a Windows OS is on sda, but /boot in in a partition on sdb, and grub is installed to the MBR of sda. It only affects systems that use UUID to identify partitions to grub. Setting debug flags suggests that grub is aggressively searching windows partitions for /boot.
