To clarify what adrian15 has stated, the order of background and foreground
relative to splashimage is important.
In order for the foreground and background colors to take effect with a
splashimage they must follow splashimage in the config

Non-standard grub such as the one from Ubuntu is not supported officially by
Grub.
However I am going to help you. The color command when having a background
image does not work as you have seen.
Use the following commands instead:
