I'm sorry i get confused. In fact, grub_mod_init is defined in biosdisk.c.
GRUB_MOD_INIT will expand to:

void grub_biosdisk_init (void);
void

I was wrong. It is not the grub2 fault. It is broken Gentoo's ebuild. They
forget to disable stripping! Thank You for pointing me the right direction.
