Reproduct steps:
1. Fresh install RHEL 9.4/8.5 as PXE server
2. Setup the following services according to Red Hat document:
    DHCP, tftp, httpd
3. Setup a SUT(ThinkSystem SR850 V3) to connect the PXE server via a switcher
without VLAN, the Linux OSes can be deployed successfully
4. If the switcher have a VLAN(The network port of SUT have same VLAN ID), the
grubx64.efi can be downloaded successfully, but does not download grub.cfg

The failure of step4 occurs on a server with Intel network card(Such as
I350/x710) , but it can pass with a Broadcom network card.

It have same issue after compiling the latest grub source code.

Please help to confirm if is this a issue or the feature is not ready, thanks.
