Cygwin setup has a bug: it doesn't correctly solve package dependencies.
Please run setup again and ensure that a tetex package is selected
(theoretically tetex-tiny should be automatically selected and should be
enough when you install lilypond).

file call-for-help.txt. Didn't you mean call-for-help.html instead?
