The actual substitution is done by the lilypond make system according to
the setting
in config.make. You need to change the lilypond configure stage in g

My understanding was that replacing
#...@target_python@
with
#!/usr/bin/python
or
#!/usr/bin/env python (which is what we want)
is done in GUB.
