I have never seen this problem reported before. Also, it seems like
an installation problem of python in cygwin, that is not directly
related to LilyPond. You will probably get better help if you
ask at the cygwin mailing list, see http://cygwin.com/problems.html.

Unfortunately, it's a bit tricky to install cygwin with LilyPond if you
don't have an ethernet connection. The setup.exe is just a pure
installation program that fetches a list of available packages from the
web and then downloads and installs the packages you have selected.

- Did you copy the files from the cd to the hard disk?
- When you run setup.exe there is an option Install from Local Directory.
