Included makefile not acknowledged as being remade if rebuilt as a dependency of another included Makefile with no rule to update it

Hello, I am using GNU make version 3.81. It seems that at the Makefile rebuilding stage, if an included makefile is rebuilt as a dependency of another included Makefile with no rule to update the second Makefile, then the first Makefile will not be registered as having been rebuilt for the purpose
