Follow-up Comment #6, bug #37307 (project make):
The macros in question do not come from autoconf. They come from gettext and
if you do not set the minimum version within configure.ac to 0.17 or newer the
appropriate macros will NOT be included in the distfile. Simply having the
correct version

The macros that ship in the distfile in config/ are what matters. I think if I
understand the tools correctly that it requires bumping the verseion in
configure.in up to 0.18 and running autopoint before then running autoreconf.

To be clear simply having newer gettext installed is not enough and running
autoreconf is not enough. The macros as shipped within config/ within the
distfile need to be updated.
