Yes, GNU make on VMS has no knowledge of GNV (GNU's Not VMS
asy for
VMS/DCL symbols.
GNU Make on VMS is currently a combination of Unix specific macros,
simulated Unix commands and quite a few mostly undocumented VMS specific
changes.

Please try the latest version (GNU make 3.79.1).
The correct fix is to remove those lines.
