I tried to make patch to implement "--local-filesytem-encoding". Check it
on CP1251 - looks like work. Please, can You take look/check it?

Problem at Russian Windows : it use at standart for filesystem only CP866 encoding. And
does not support UTF-8 in filesystem. If site use CP1251 or UTF-8 in filenames, mirroring
gives unreadable result (for example,
"Р%97аглавнаС%8F_С%81С%82С%80аниС%86Р°.html")
