User "nobody" required, even when User directive and --server-uid set to

I was getting the error "httpd: bad user name nobody". The user/group specified 
during 
compile, and in the configuraion file was "www". I even tried passing the 
"User" directive 
to httpd at the comand line. Creating the user "nobody" allowed httpd to boot, 
and child 
processes were passed to the user "www" correctly.
