Bruce and all... Actually, GPS time does not use leap seconds. Instead of the current 16 second offset between GPS time and UTC, there will be 17 seconds of offset on or about July 1! BTW, a search of the web will find a video of a GPS time receiver as the last leap second happened. What fun.
