mailutil for each user? e.g.
mailutil move /var/mail/joesoap #driver.mbx/home/joesoap/INBOX

appropriate group permissions did not work. The second user had insufficient
permissions to remove the lock file and access the inbox. Obviously there was no
problem with the owner accessing the mailbox. Configuring Exim not to use lockf cured
the problem.
