I set AllowOveride All for the following files with no difference
after restarting apache
/etc/apache2/sites-available/default
DocumentRoot /var/www/
Options FollowSymLinks
AllowOverride All
Options Indexes FollowS

Just add a new DocumentRoot directory and set AllowOveride All to this blank
httpd.conf file. That would be fine.
