I figured out the answer to my own question =)
The original order I specified was:
'order' => array('Coupon.id' => 'DESC', 'Restaurant.tier'=>'ASC',
'Restaurant.name' => 'ASC'),
I changed order to:
'order' => array("Coupon.id != 0 DESC", 'Restaurant.tier ASC',
'Restaurant.name ASC'),
