The problem is that for some reason Smarty cannot write compiled
template files in the temporary directory.
The temporary directory is defined in the /installer/config.php file:

Thanks, that was very helpful. I finally managed to install care2x 2.1.6.
...a note to those who came for the care2x workshop at University Computing Centre and left with xampp, they should switch PHP to 4 as the installer won't complete with unless the php version is less than 5.0
