I think that is correct. I once tried it on php5 and various malfunctions
(not necessarily errors) occurred with respect to the functionality and
layout of some pages (i.e. rooms not showing up in wards, etc..).
Once I reverted back to php4 everything went well. I used xampp.

I'm also running here for development processing xampp. Quick and easy
installed (just extracting folders and starting whatever you want). But for
real servers you should reconfigure the package!
