exactly! this way the control over who access what
is much more fine grained and more hospital-like :)
this way you can have a general hospital registration,
which prints out a coupon ( via the print button in the registration form )
and send the patient to the specific dept/ward.

instead it was split into two values :
- patient_inpatient_nr_adder for inpatient
- patient_outpatient_nr_adder for outpatient

nr_workday now made to be 0 to 14 days or shifts per week.
Tough to work more than 2 shifts a day for a whole week!
0 was reverted to, to prevent scheduler from taking the employee from some
undesired date slot.
patient_reg_nr_adder entry in the mysql_dump.sql was removed.
