Hi John, I don't think this is related to CAS, it is just normal browser behavior
Chrome and IE are using 2 different session, so in most case when logging in to IE, you not be login to Chrome. You can try to login something like Google / Facebook in IE and move to Chrome, even those wouldn't be able to do SSO across IE and Chrome.
